| Tournament Rules 1. For any regulations not covered under these Rules of Play, F.I.F.A rules will apply.
2. Each team must submit a master team roster of all players prior to their FIRST game. NO players will be added to a team`s roster after it has been submitted. Only players listed on the master list may compete in the tournament. Any player NOT on the master team roster that plays in any game shall be deemed ineligible and will result in the forfeit of that game. Individual game sheets must be presented to the ref before each game as well so he can track goal scorers and discipline.
3. Each team may register and dress a maximum of 20 players.
4. Each team must field a minimum of 7 players including the goalkeeper.
5. Substitution – a team may substitute on its OWN throw in as well as kick-offs and goal kicks. Substitutions are unlimited.
1 – General The Pat O’Kane cup welcomes any senior adult teams to participate in its tournament. We have a strong 28-year history and are looking to keep the great atmosphere of our tournament for years to come. There are specific tournament and OSA rules that must be followed. Teams not conforming to these rules may result in the expulsion of that team/player without refund.
2- Team / Player Registration / Eligibility • All players/teams must be currently registered with their District Association. OCSL Team Rosters should be onsite for the duration of the Tournament. Failure to provide proof of registration (Player ID Card or Photo ID with OCSL Roster are the only acceptable proofs of registration) will result in the player/team being ineligible to participate
• Teams/Players must carry and supply proof of insurance (injury & liability) while participating in this tournament.
• Out of District teams (EODSA) must provide a “permission to travel “ Travel Permit from their respective District Association authorizing them to do so.
The travel permit MUST be sent to the tournament coordinator a week prior to the tournament.
• Each team may register and dress a maximum of 20 players.
• Each team may register a maximum of 3 guest players within the club and 3 from another club providing they meet the age requirements and they are from the same level of play. Proper documentation must be provided to do so. • Each team must submit a master team roster of all players prior to their first game. • Teams may not register or dress players who are under suspension with their respective Association. It is the team representative (manager) responsibility to be aware of his/her player’s status.
• Team representative (manager) will be responsible for the behaviour of their players and spectators.
3 - Duration and Time of Game • All games (except OT games) will be of 40 minutes duration, 20 minutes each way with no half time interval; the teams will change ends and kick off without a break. In the qualifying round, games, which start late, will be shortened to terminate before the next scheduled kick-off.
• All OT games will be of 30 minutes duration, 15 minutes each way with no half time interval; the teams will change ends and kick off without a break. In the qualifying round, games, which start late, will be shortened to terminate before the next scheduled kick-off.
• Time shall only be extended to allow for the taking of a penalty kick at the conclusion of the game if time has expired.
• There will be no injury time added to any game. (Extreme circumstances at the discretion of the game officials)
• In the event of a tie at the end of the quarter or semi-final games there will be 5 penalty kicks taken by each team. Should the score still be tied, single penalty kicks will continue by players in rotation until a winner is determined. (No player may take a second penalty kick until all players on his/her team has taken a penalty kick)
• In the event of a tie at the end of the finals, the game will go to a 10 minute Golden Goal or Sudden Death format, the game ending if a goal is scored. The ten minutes will be split into two, five minute, halves with no half time interval. If the game is still tied after the Golden Goal overtime then penalties will take place. 5 penalty kicks taken by each team. Should the score still be tied, penalty kicks will continue by players in rotation until a winner is determined. (No player may take a second penalty kick until all players on his/her team has taken a penalty kick)
• Teams not ready to play at their scheduled time (minimum 7 players including the keeper) will automatically forfeit the game.
4 – Player Uniform / Equipment • Each player must wear a numbered jersey.
• All players on a team must have a different number that must coincide with the player’s name and number on the game sheet and the team roster.
• In the event of a colour clash it will be the home team’s responsibility to provide an alternate colour.
• The home team shall provide the game ball.
• The goalkeeper must wear a shirt distinct (different colour) from that of his own team, as well as the opposing team’s uniform.
• Shin guards are mandatory and must be worn by all players.
• Knee braces and playing casts are permitted provided they meet the referee’s approval.
• Jewellery and watches will not be permitted. (Referee’s discretion)
• To keep the tournament as injury-free as possible, officials and referees are instructed to provide a safe environment for all participants.
5 – Format • Each team must field a minimum of 7 players including the goalkeeper.
• Each division will be divided into groups of 4 or 5 teams with each team playing a minimum of 3 games.
• Teams will qualify for the playoffs as follows:
In the WC division, the top team in each group and the best 2nd place finisher from the three groups combined (one team only based on tiebreakers) will advance to the Semi-Finals.
In the WR division, all four teams advance to the Semi-Finals.
In the OT division, the top two teams will advance to the Final.
In the MC and MR divisions, the top two teams in each group will advance to the Semi-Finals.
• Game scoring will be: Three (3) points for a win One (1) point for a tie
• Group winner will be the team who accumulates the most points in group play.
Tiebreakers between two teams shall be as follows: A) The team winner in head-to-head competition B) The team with the least goals conceded C) The team with the most goals scored D) Coin toss Tiebreakers between three or more teams shall be as follows: A) The team with the least goals conceded B) The team with the most goals scored C) Drawing of lots
6 – Rules & Regulations • F.I.F.A. Laws will apply to all games as well as the OSA tournament rules.
• Substitution – a team may substitute on its OWN throw INS as well as centre kicks and goal kicks, substitutions are unlimited.
7 – Discipline A Discipline Panel under the Discipline by Review (DBR) System will consider all cautions and dismissals.
Suspensions will be rendered in accordance with the mandatory minima established in the Ontario Soccer Association Policies and Procedures. Note: players have the right to request to be heard under the Discipline by Hearing (DBH) System. In accordance with Ontario Soccer Association Policies and Procedures, infractions against game officials will result to the automatic suspension of a player from the tournament and the matter will be forwarded to the District Association.
In addition to the above, reports relating to players sent off or cautioned will be sent to the EODSA. On field situations not covered by these rules will be left to the discretion of the referees, to decide as they see fit.
All misconducts will be dealt with by Discipline Review except where prohibited by the OSA at which time Discipline by Hearing will be conducted.
All players have the right to be heard under the Discipline by Hearing system. All requests must be submitted in writing to the Organizing committee within 15 minutes after the end of the game in which the alleged offence occurred accompanied by a request for hearing fee of $50.00. (Cash only) The organizing committee will refund the fee if the individual is found “not guilty” of the offence.
Mandatory Minimum Discipline A) Two cautions (yellow cards) in the same game will equal a red card.
B) Any player who receives three cautions in the tournament may be subject to a minimum of one game suspension.
C) A player receiving a red card will be dismissed from the game and will be disciplined according to OSA rules & regulations.
D) Two red cards or a red card (Violent Conduct) during the tournament to the same player may result in the expulsion of that player from the remainder of the tournament.
E) Any suspensions obtained and served in the tournament, the players name should appear on the game sheet as “suspended”.
F) The Discipline Committee will deal with referee Misconduct reports.
Protests & Appeals A) All protest must be submitted in writing to a member of the organizing committee within 15 minutes after the end of the game being protested accompanied with the $50.00 protest fee. (Cash only) The organizing committee will refund the fee if the protest is upheld.
Age Divisions The Pat O’Kane Cup is a Senior Men’s and Ladies Tournament. The divisions are as follows:
• Men’s Competitive
• Men’s Recreational
• Women’s Competitive
Tardy/No Show Teams The referee will wait 5 minutes for a tardy team and then call the game. The resulting score will be 2-0 for the team that showed. If a team fails to show at all on the day of the tournament then their entry fee will be kept and all teams in their group will be awarded 2-0 victories for the scheduled games.
Cancellation Policy We will return the tournament entry fee if the tournament is cancelled in whole. If you have to pull your team out after the registration deadline we will not return your deposit. If you pull out before the registration deadline we will refund your money in whole.
